Standard of proof on appeal must be the same as standard used to impose discipline

The Court of Appeals of California for the Third Appellate District, in a September 30 decision, overturned long-standing precedent and held that state courts reviewing administrative discipline decisions must apply the same evidentiary standard as that required in the underlying cases.
