Complainant cannot force board to let him testify against licensee

The Supreme Court of Idaho, in an August 7 decision, rejected an attempt by a veterinary customer to force the state's Board of Veterinary Medicine to initiate a formal disciplinary process against a veterinarian against whom he had filed a complaint. The court ruled that contested cases are only mandated when a formal complaint is filed by a state agency.
